Brett Vapnek, artist and music video director (for acts such as Spoon, Cat Power, and Sleater-Kinney) posted this number back in 2007 with the description:

A hypothetical number for my upcoming musical film "The City," featuring a (demo) song by Britt Daniel (Spoon) and choreography by Larry Keigwin and Nicole Wolcott.

I had never heard the song, and I wonder whatever happened to this nice, catchy track. Maybe it's one of those songs Britt's saving for his ever-prolonged solo album... who knows? I assume this unreleased Spoon song is also entitled "They Make the Paintings."
